Some days ago I entered a motion to reconsider the vote by which the Senate passed the bill to make applicable the provisions of the United States naturalization law to Porto Rico. and for other purposes. I have looked into the bill. I had no objections to it so far as it applied to Porto Rico. but I had some doubts about extending it elsewhere. I have looked carefully into it and had a conference with the Secretary of War about it. and I have no objection to it. I therefore ask leave to withdraw the motion which I then entered.
