Yet I think. before Congress starts in on a new departure like thisbefore. for the first time. it makes an appropriation to stamp out one of those innumerable insect pests which at various times so much trouble the countryI think it wise we should consider that this is not the only pest of that description. that "there are others." and I wish particularly to call the attention of the House to one of those others. There is a destructive insect which for the last fifteen years has been operating in New England. I think it is the most formidable and destructive immigrant that ever landed on these shores. It is the gypsy moth.
