The Government authorities recently excluded on the Pacific coast two men who were of high standing in their line of businessnot colored men. not Chinese. but AngloSaxon menbecause of the fact that they had been told. "If you come to the United States we will hire you at such and such figures." that was. in fact. making a contract for their labor. Does anyone believe that when Cuba attempts to exploit her sugar lands. as she will. it will be done with Cuban labor or Spanish labor? I do not know how many immigrants they have brought into the country since the departure of the American army from there. but I suppose many thousands. In 1902 it was said that already 60.000 laborers had come from Europe. mainly from Spain. Last year 9.000 came. and almost 8.000. 1 think. were Spaniards.
