I introduce a joint resolution. The joint resolution (S. R. 170) for the transfer of the authority. power. and jurisdiction conferred upon the Secretary of the Treasury by the act "to regulate the immigration of aliens into the United States " to the Secretary of Commerce and Labor was read the first time by its title and the second time at length. as follows: Resolved. etc.. That all the authority. powerIand jurisdiction conferred by the act to regulate the immigration of aliens into the United States upon the Secretary of the Treasury be. and the same hereby are. transferred to the Secretary of Commerce and Labor. to take effect on and after July 1. 1903.
