The bill is now submitted to the consideration of the House. In the judgment of the committee. after careful consideration. it will meet the great evils which are now pressing upon our country. All immigrants not desirable can be excluded under the provisions of this bill. It is true that we were obliged to leave out that portion of the bill providing for an educational test because the Senate conferees gave us notice that the retention of that by the House meant the failure of the bill. Like sensible men. dealing with legislation which. as we all know. is always a matter of compromise. we yielded on that point. and now report the bill for the consideration of the House.
