Mr. Speaker. I want to be notified when I have occupied two minutes. This bill is not exactly what the Committee on Immigration wanted. and it is not exactly what the House wanted. but like all matters of legislation it is the best that we could get. I will say that a large majority of the amendments suggested by the Senate with the amendments agreed to by the conferees and put into the Senate amendments have greatly improved the bill. As stated by the conferees of the House. the educational test is left out. Many gentlemen on the floor will regret that. but it could not be passed in the Senate. and so it was left out.
