That has been changed for the better enforcement of the law. at the request of the Department and on their statement .that they had no control over those lists. that they were passed without any examination and without any inspection by the consular agent. wholly and solely on the manifest of the ship. It was done for the better enforcement of the law. At the port of arrival we can control those lists and we can examine the immigrants to see whether they correspond. but on the other side we have no proper way of controlling or corroborating the lists. The change was made as a great improvement in administration. to enable the lists to be examined here. and it was done at the request of the Commissioner of Immigration.
