The Senator knows that I would not be urgent about this were it not for the fact that it is an important measure. It is a codification of the laws with respect to immigration and contract labor which are found scattered through many volumes. It was suggested by the Immigration Bureau. It received the consideration of the committee for many weeks. We are nearing the close of the session. and it would be unfortunate to have the bill fail. Its administrative features have been suggested by long experience. and they are of the utmost importance. The purpose of the committee is in entire harmony with the suggestions of the Senators from New Hampshireand Massachusetts.
