I am not pretending to speak accurately about the figures I am now going to quote. but I think. Mr. President. in even the little and overcrowded State of Delaware there was an increase of population. notwithstanding immigration from it of perhaps 10 per cent. The point is that there was no rush into this Territory. such as occurred in these other States. and such as was justly anticipated in the case of the Territories which were afterwards formed into the States of the Mississippi Valleysuch as was the case in Nebraska. and Minnesota. and the Dakotas. While I am on the question of Indians.
