Those figures need no comment. This condition is in marked contrast with that in Oklahoma. a much newer Territory. It thirteen years people have emigrated there in vast numbers. and yet the per cent of illiteracy in that Territory is only 5.5. while in the Indian Territory. without any Territorial government and without any system of schools. the people who have gone in there to swell the population to its present great number are of such a class that the percentage of illiteracy is only 19.
