Session #57 · 1901–03

Speech #570093597

What does the Senator say to a proposition which declares that a human being may come to a certain country and remain there as long as he pursues the cheapest labor. but the moment he aspires to rise to a condition higher than that of the cheapest labor. he must be expelled as unfit to reside there? It occurs to me that that is a strange kind of doctrine in this age. where every tendency is to uplift the laborer. to make the unskilled laborers child of today the skilled laborer of tomorrow. That is my theory of dealing with the labor question. and I will never consent to vote that a man can stay in this country as long as he pursues but the cheapest and least skilled of employments. and that the moment he aspires to become a skilled laborer he must be deported under the provisions of a law like this.
