Mr. President. I did not mean to say that the proposition submitted by the Senator is not germane to this bill in the sense of being subject to a point of order. or anything of that kind. What I meant to say. and what I did say. was simply that to place this amendment on the pending bill would be a departure from the policy of Congress upon this subject. for the reason that heretofore and always the policy of the Congress of the United States. when legislating on the subject of Chinese immigration. excluding Chinese on account of their race. has been to deal with it separate from other legislation and independent of it.
