In a subsequent section of the bill authority is given to the Secretary of the Treasury to make special arrangements with railroad and steamship lines coming from foreign contiguous territory. That has been found to facilitate the execution of the laws very much. It is already the practice in the case of Chinese immigrants. and it has been found that it was better to be able to make special arrangements with railroad and steamship companies from foreign contiguous territory. and to allow the Secretary of the Treasury to do that. that it was greatly for the convenience of the companies and of the Government also.
