Will the Senator permit me to state that there is nothing in this bill which alters the present law in its relation to the point raised by the Senator from Connecticut? The same condition prevails at present as to the construction of the word "immigrant" and as to the application of the present restriction to the peculiar class which he has in mind. This pro-. posed law. therefore. raises no question on that point. and I have not heard that any complaints have been made by Senators or Representatives from the border States as to the administration of the present law by the Bureau of Immigration.
