That skilled labor may be imported. if labor of like kind unemployed can not be found in this country. I should like to have the Senator from Pennsylvania inform me who is to determine the question whether skilled labor of any particular class can be found in this country. how that provision is to be enforced. and how it is to be applied by the Department in the exclusion of a certain character of alien labor?
