It was not long ago. Canada. on the 8th day of September of the present year. issued a proclamation which I should like to have read. in order that it may go into the RECORD. It will be seen that because of the action Canada has taken there is now very much less danger of infected or diseased immigrants getting into the United States over the Canadian border than there was prior to the 8th day of September. In fact. if Canada enforces that provision of law. as Canada is in the habit of enforcing her laws. the danger will be reduced to a minimum. as there will be under that law an almost absolute impossibility of any diseased immigrants reaching the United States from Canada. I should like to have the Secretary read the proclamation.
