But in the case of passengers by rail you have not got any registry. you have not got any detention of the vehicle in which they are brought into the United States. and you have not got any mode of ascertaining the facts. How. then. are you going to settle the question of citizenship? The Commissio.nerGeneral of Immigration. under the thirtyfourth section. is to provide rules for the entry and inspection of aliens. but that is a pretty large power to give to a subordinate officer in the control of and interference with passengers by rail 41ong our Canadian border. It seems to me that the bill itself should contain some solution of that problem and not leave it to this official. Vory likely. on consideration. the committee will think that it is not practicable to go any farther. but I make this suggestion for their consideration at their meeting.
