Presideht. it seems to me that before we proceed with the consideration of this very important measure it is due to the Senate that the chairman of the committee should make a general statement as to the changes in existing law that are made by the bill. I will venture the further suggestion that inasmuch as the junior Senator from Massachusetts stated to the Senate that he proposed to offer certain amendments. it would be well for the Senate t kod w what those amendments are. I am not satisfled with the bill as it stands and will contest some of its provisions. but I do not want to be put in the attitude of opposing proposed amendments that possibly are to be cured by the action of the Senator from Massachusetts representing. as I apprehend he does. the Committee on Immigration.
