It is unnecessary to inquire whether this is not theireondition independent of the stipulations. They do not. however. participate in political power. .they do not share in the Government until Florida becomes a State. Judge Cooley states the proposition in this way. to wit: Naturalization may be effected. first. by special law which confers this rivilege upon individuals named: second. by proceedings under general aws. whereby inuividuals severally renounce any foreign allegiance and take upon themselves the obligations of citizenship. third. by the acquisition by the United States of foreign territory withits people. who thereby become citizens of the United States. (Cooley s Prin. Const. Law. p. 254.) Vattel. in the Law of Nations. page 388. speaking of the effect of conrest upon the right and status of the citizens of the conquered territory. says: But at. present war is less dreadful in its consequences to the subject. matters are conducted with more humanity. one sovereign makes war against another sovereign and not against the unarmed citizens. * * * They suffer but indirectly by the war. and the conquest only subjects them to a new m.ster.
