For the year ending June 30. 1901. the number under 14 years of age was 62.562. Assume that 25.000 may have been added to this number by placing the age limit at 15 years. Then under the bill the inspectors would have examined about 400.000 immigrants with the educational test. Under my substitute. as stated. the test would not apply to 153.445 of this number. I am quite sure you will appreciate the time saved by eliminating 38 per cent from the examination. especially when thereby the very small number of 3.465 only are admitted. and these of immigrants whose environment at home was such as to reduce to a minimum any risk attending their admission. I feel that I can not emphasize too strongly this feature of environment in its effect upon the alien migrating to the United States. It is not my purpose to make invidious comparisons between peoples. but to state a palpable fact.
