I made an argument in favor of an educational test for immigrants. which I think will be of interest to members of the House and of the Senate as well. and I therefore ask unanimous consent that I may print my remirks in the RECORD. The argument referred to is as follows: Mr. Chairman. I appear with you at this time to argue in favor of House bill No. 12199. which I had the honor to report to the House from the committee of which I am chairman.
