Mr. Chairman. I should like to emphasize to this Committee of the Whole the words that have just been spoken by the chairman of our committee . The bill which we have been considering is designed in its main features to restrict immigration to this country. But there is another feature of the bill that is much more important to the people who are already in this countryto the great body of our citizens. I refer to the restrictions which are included in this bill for preventing the introduction of disease into this country. There are no such provisions in the Chineseexclusion act.
