As the Chair stated. this is the same amendment that the Chair ruled upon last week. and although the word "contract" does not appear. the reading of the amendment discloses this fact. referring to those who come regularly and habitually into the United States by land or water for the purpose of * engaging in any mechanical trade or manual labor. the amendment is one which relates to the occupation or the employment of the immigrant after his arrival. So that under the circumstances. and the Chair having ruled upon it last week. the joint of order will be sustained.
