Mr. Chairman. this is an amendment which I hope the chairman of the committee will accept. As the section now reads it says thatImmigrant inspectors and other immigration officers. clerks. and employees shall hereafter he appointed. and their compensation fixed and raised or decreased from time to time. by the Secretary of the Treasury. upon the recommendation of the CommissionerGeneral of Immigration. I do not object to giving the entire authoritythough it is a large authorityto appoint these employees and fix their compensation to he Secretary of the Treasury. but as this statute now reads. he is bound to appoint employees and to fix their salaries as the CommissionerGeneral of Immigration shall recommend. In other words. we give to the CommissionerGeneral of Immigration the power to direct the appointmlent of no matter how many employees. to fix their salaries in the interest of any person he sees fit. Now. Mr. Chairman. this is a large power to give to an official like the Commissioner of Immigration. and certainly it might lead to very serious results. I think that the chairman of the committee ought to be willing to leave thisin the hands of the Secretary of the Treasury. and not in the hands of any inferior official. giving him the right to fix salaries.
