Making it three years in all. This particular provision is made because of a complaint that comes particularly from New York. Under the provision that they might be deported in one year. heretofore it has been found that they would be supported by friends on the outside until the expiration of one year. and then they would be put into the hospitals and poorhouses and other places and stay there the balance of their lives. Some gentleman named Brown. I do not remember his name. but a very distinguished friend of the gentleman from New York . came here and gave us information on the subject. and there were those who were interested in our insane asylums interested in the matter also. and this arrangement was made all through the bill. You will find upon looking up the matter. I think. that from 25 to 35 per cent of those in the poorhouses and like institutions in fll parts of the United States is made up of these immigrants. It will also be the duty of the CommissionerGeneral of Immigration to inform these different institutions as to the law and the means by which they can deport them back to the country from which they came.
