The point is this. Mr. Chailman: We want. if possible. to prevent the people barred under our laws from coming across the ocean. and thus avoid the necessity of sending them back. If possible we want to make the inspection on the other side. and prevent objectionable immigrants from embarking at all. That is the advantage of the system I propose over the amendment proposed by the gentleman from Alabama . I do not advocate a system of certification. because that might bring an American consul in conflict with the laws of Europe. If. for instance. a young man who is subject to military duty should come to a port of embarkation. the consul. because of the law of the land. might be compelled to reject him.
