If possible we want to make the inspection on the other side. and prevent objectionable immigrants from embarking at all. That is the advantage of the system I propose over the amendment proposed by the gentleman from Alabama . I do not advocate a system of certification. because that might bring an American consul in conflict with the laws of Europe. If. for instance. a young man who is subject to military duty should come to a port of embarkation. the consul. because of the law of the land. might be compelled to reject him.
