The theory on which protection is based is that it keeps up the price of wages. and that the salvation. safety. and prosperity of the country depends upon a reasonably high standard of wages and of general comfort and wellbeing. Now. Mr. Chairman. does anyone believe that you can permanently keep up a high scale of wages by keeping out the product of pauper labor and letting in the pauper laborer himself? My friend from Missouri said that this country should be the asylum of the distressed of all nations. A great immigration was beneficial when we had 3.000.000 people in this country and untold millions of acres of vacant land. Now we have 80.000.000 people and the land still vacant is alid.
