Mr. Chairman. he continues: As soon as trachoia. hipus. pulniary phthisis. and certain other diseases or any mental trouble is discovered the person so afflicted is rejected. and the consul regularly sends the list of all rejected emigrants to the Commissioner of Immigration at Now York or Baltimore or Galveston. whither the steamer may he bound. At the seine time the steamship conipany is also at once notifiedas to which passeinigers have be rejected at the consular inspeecion whereupon they may. if they choose investigate the cases more closely and determine for themselves w hether or not they will risk aking such rejected lassegers to the American peort. The system of consular iiispeition here at Bremen was introduced withont any order from the State Department. but with its full saniction. if I am correctly informed. it was begun at the request of the Lloyd people themselves. who evidently uert hrompted by a huiase desire to have the fate of unfortunate emigrants decidem at the earliest possible moment. ad also byotheir own business interests. for it undoubtedly has saved them considerable sums of money to have people retained oni this side who probably would have beei extlded by the Treasury officials at our ports of Ientry and deported at the expense of the steaoship company. Aid. as is well kiown also to the Department. the North German Lloyd Steamship Company spars iieitlier pains nor mousy to have the inspectioii done right. and they regolady remburse this consulate for the salary paid the exaninig physe. NOW. this is Without authority of law. What we want is to get the authority of law for a system of this hind and pay the medical officer out of our own pocket. My friend writes further: The records at the various immigration bureau will show. I believe. that the work done at this port by the present system of consular inspection of emigrants has been fairly successful. I know that among the deported steerage passengers there are but very few that have fassed the consular inspectiom at Bremn. In looking over the lists of such deported aliens which are regularly sent me I rarely ever find a person returned to Bremen on acconmt of some physical disability. etc.
