Mr. Chairman. as I said before. I propose at the proper time to offer an amendment. or rather a substitute. for the educational test. which in my judgment. and in the judgment of those who have given some attention to the great problem of immigration. will more effectually meet the evils of undesirable immigration than the amendment of my friend from Alabama. Before I offer it. however. I hope the committee will bear with me while I say a few words in regard to the educational test. The amendment proposed means this. that every man or woman coming to the United States must show his or her ability to read 20 or 25 lines of the Constitution of the United States. and not until then will he or she be accorded the privilege of admission to this country.
