The Chair would point out in passing on this question that an examination of this bill shows that it is a general immigration measure. the title being "to regulate the immigration of aliens into the United States." Section 35 repeals all other laws inconsistent with this law. Any amendment to this bill. in the opinion of the Chair. which is clearly and distinctly connected logically with the general scope and intent of the bill would be germane. Section 2 provides restrictions upon which aliens shall enter this country. it limits the number of aliens by classes who may enter this country. This amendment provides for a new section. adds a new restriction. an additional restriction. to the class of persons who may enter under our immigration laws. It is not the province of the Chair to pass on the merits or demerits of any amendment. or its wisdom or justice. It appears to the Chair that this amendment is clearly. distinctly. and logically connected with the general scope of a bill regulating the immigration of aliens into the United States. and under these circumstances the Chair feels constrained to overrule the point of order and hold that the amendment is germane to the bill.
