No. sir. I do not know whether there is adequate machinery for carrying out that provision of the bill. but I do know that in this amendment there is a provision for enforcing this educational test. And as I was saying a moment ago. if we are going to admit this class of immigrants into this country in competition with the American wageearner of today. giving them the ballot. and thereby the right to govern this country as well as ourselves. is it not fair and just to our own people. the people who make up the great mass of American citizens. to say that when those men come here they must be provided with enough education to read the Constitution of the United States and to acquire some intelligent idea of our form of government.
