Session #57 · 1901–03

Speech #570057093

Mr. President. and it is a pretense. I can produce Republican authority almost without measure testifying to the ability of those people to maintain a government for themselves. and if you would not set up a standard that was never set up for any Asiatic people before. and can never be secured by any Asiatic people in the world. you would have to admit that those people are capable of selfgovernment. ir. President. it will not do for the next Republican speaker who gets up in the Senate to say that I have been abusing the American Army and then go into a eulogy of the American soldier. or to say that I have been complaining of the Administration and then go into a defense of that. I have made no attack upon anybody.
