In the State of Massachusetts. according to the last census. there are 843.465 males over 21 years of age. Of these only 367.283 voted in the last Congressional election. There are 347.000 foreignborn males over 21 years of age in that State. Of these only 146.000 are naturalized. so that there are over 200.000 men of voting age in that State who are not citizens and can not vote. Yet they are all included in the estimate of population made in order to determine the number of Representatives to which Massachusetts is entitled. According to the last census there are 53.000 males over 21 years of age in that State that are illiterate and therefore disfranchised.
