I desire to call the attention of the Senator from Massachusetts. as he has charge of this bill and as we have the same problem now before us. to the remarkable fact that there is no provision of law by which a Porto Rican can become a citizen of the United States. There is no provision of law by which an inhabitant of Porto Rico. if he comes to the United States. can be made a citizen of the United States. A white person or a person of African descent can come from Africa or South America. or any other country on the top of the whole earth. and he can be naturalized as a citizen of the United States. but the terms of our naturalization law will not permit any man who is an inhabitant of what are now so fondly termed "our possessions" to be naturalized as a citizen of the United States. Therefore to say that a man is a citizen of Porto Rico absolutely not only means nothing. but in denying that he is a citizen of the United States we at the same time deny to him the benefit of the naturalization laws. which apply only to the subjects of a foreign potentate or power.
