We have assumed the control of her laws relating to the contraction of debt. We have taken upon ourselves the protection of life. liberty. and property there. we have also taken possession of the military and naval station. and the control of the sanitation of that island. This bill goes one step farther and seeks to impose upon her a part of the legislative system. our laws relating to immigration and contract labor. Now. I ask if a bill were brought into this House for the purpose of organizing a government in the island of Cuba as a colonial possession. would it not be germane to that bill to offer an invitation to Cuba to become a part of the United States. in other words. to organize a Territorial government?
