It proposes to make a reduction of 20 per cent of the duties upon the products of Cuba coming into this country in consideration of an equal concession made by Cuba. and upon the condition that Cuba shall enact laws similar to our immigration and contract labor laws. It also affects the duties between Cuba and the United States. but instead of reducing those duties only 20 per cent. it proposes to abolish them altogether and to establish free trade between Cuba and the United States by inviting Cuba to become a constitutional part of the United States.
