We still say to her. and are pledged to the promise. that all the power and all the wealth and all the manhood of this great Republic are at her disposal to protect her against the attack and encroachment of the world. Weak as she is. small as she is. we guarantee her liberty and independence. Not one cent do we ask in return. and yet we are told by a few exporters of this country. by the agents of the sugar trust. by those Americans who have invested their moneys in Cuban plantations in the hope and expectation of making thousands of dollars out of her poverty and distress. by those Spanish planters and naturalized CubanAmericans who saved their plantations from destruction by paying tribute to both sides during the insurrection. that the American people owe the Cubans something. that we are under obligations to them. and that we must not only guarantee the Cubansmeaning themselvesprosperity and commercial success. but we most also make good the speculations of these Spanish and American investors. Will we do it? That is the question.
