There is no time in five minutes to enter into a constitutional argument. but Congress has taken that power. It has exerted it in the case of Hawaii. and it has never been questioned. The power that we propose to exercise in regard to the immigration of Chinese from the Philippines to the United States is simply the same power already exercised and agreed to in principle twice by both Houses of Congress. The number of Chinese of course in the Philippine IslandsI do not mean those born there. but Chinese subjects thereis very large. there being three or four times as many as there are in Hawaii.
