It is proposed to add at the end of section 1. the following: And said laws shall apply to all territory under the jurisdiction of the United States. and to all immigration of Chinese laborers from the island to the mainland territory of the United States. or from one portion of the island territory of the United States to another portion of said island territory: Provided. hoiwever. That this shall not apply to the transitof Chinese laborers from one island to another island of the same group or to any island within the jurisdiction of any State or of the district of Alaska.
