Ever since this question has been under consideration we have been receiving circulars. pamphlets. and markcd copies of newspapers. all asking for some modification of our exclusion policy. But by far the most urgent demands come from our island possessions. Only a few weeks ago many Senators received copies of a memorial from the Chamber of Commerce of the city of Manila. asking for free and unrestricted immigration of oChinese cooly labor into the Philippine Islands. It is said that the members of this body of business men are American citizens. I give the circular herewith: The American Chamber of Commerce of Manila.
