By a wellestablished rule of practice in this country. when the AttorneyGeneral renders a decision. it is as binding upon the Department requesting it as the decision of the Supreme Court. It is the rule that when the head of a Department calls on the AttorneyGeneral for an opinion respecting a particular subjectmatter. the head of the Department must follow that opinion. The AttorneyGeneral was called upon for an opinion respecting this matter. I think the Senator from Ohio will see that the AttorneyGeneral does not agree with him in the view that the only exclusion of Chinese immigrants was of laborers.
