They determined upon what kind of terms and conditions people who were not laborers might come into the United States. and they wrote it in this treaty. which is the supreme law of the land. unless the Secretary of the Treasury or the Superintendent of the Bureau of Immigration has the power to undo it and override it. To entitle such Chinese subjects as are above described to admission into the United States. they may produce a certificate from their Government or the Government where they last resided. visted by the diplomatic or consular representative of the United States in the country or port whence they depart.
