Mr. President. there is a disposition abroad in the land which is not without its echo in Congress to object to legislation of the character of that embraced in this bill. on the ground that it is illiberal. uncharitable. and unchristian to deny to the Chinaman the same rights. privileges. and advantages in our land and under our institutions that are freely accorded to men of every other nationality. This disposition springs from a false and mistaken sentimentality founded on ignorance of Asiatic characteristics. and a failure to consider the duty which every Government owes to its own people. The Chinaman is a man and brother. it is true. but with a physical and mental and moral organization so different from ours that he might have come from another planet. His physical organization is the result of four thousand years of struggle for existence under conditions of toil and starvation without a parellel in the worlds history.
