I simply point out that under the existing laws and regulations. my countrymen are singled out as the only people who are not permitted (except a very few under cegtain strict conditions) to come to the United States and its colonial possessions. while the subects and citizens of all other nations. of whatever color or race. including apanese. Malays. Siamese. and other Asiatics. and Africans. and even savages.. are at liberty to enter freely. Persons are generally disliked on account of their indolence. immorality. and other bad qualities. but I believe this is the first instnce in the history of the world that a people are considered as undesirable and excluded from a country because of their industry. perseverance. honesty. and other good qualities. China does not make such invidious distinctions.
