It was not maintained for one moment bv Mr. Foster before the Committee on Immigration that the treaty of 1880 could ever be revived. I was somewhat astonished at the claim made by the chairman of the Committee on Foreign Relations that such a theory could be entertained. On page 36 of the testimony before the Committee on Immigration Mr. John W. Foster said: The treaty of 1894 was substituted for that of 1880. and in its Article VI it is provided that "this convention shall remain in force for a period of ten years. with the usual provision for notice of termination.
