It defines a student to be only one who intends to pursue some of the higher branches of study. or to be fitted for some particular profession or occupation for which adequate facilities for study are not afforded in the country whence he comes. and for whose support while studying sufficient provision has been made. and who intends to depart from the territory of the United States immediately on the completion of his studies. If such a definition is to be given to the word student. the number of students in the United States is comparatively small. Uncder this bill students. even after graduating from our highest institutions of learning. if they remained in the United States. would be subject to arrest and deportation. The treaty of 1894 never intended such to be the case. The bill. as originally presented. made it necessary for a Chinese traveler to have arranged beforehand his itinerary in the United States. but I am glad to see that the committee has seen fit to strike out that provision.
