I should say are not yet in sight. But we can discuss that question when we come to it. But even crippled and few in number as those Americanbuilt ships are. the proposition is to go further and say by this amiendment:" The English ship. the German ship that plies between Asiatic ports and the United States. carrying the products of the respective countries back and forth. may employ Chinese seamen. but the Americanbuilt ships shall not employ Chinese seamen." The result is that our ships can not compete in the same trade with the foreignbuilt and foreignmanned ships. and the American ship goes out of business or hoists a foreign flag and then is upon all fours with the foreign ship.
