This amendment proposes to say that a Chinese shall not be employed by an American on the deck of. a ship. That has nothing to do with the other provisions of the bill. We might just as well undertake to prohibit the employment of Frenchmnen on a ship. That seems to me to be the wvhole question. The proposition is not to exclude people from coming upon an American shipto exclude them from coming upon the deck of one of our vessels as immigrants. it has nothing to do with the employment by Americans of anybody. Therefore it is entirely foreigu to this bill.
