In that way I think great confusion might result. It appears to me it is well to have certain prominent ports known to the world as the ports at which people of this character may present themselves for admission. where our officers of the law can supervise and regulate the matter. and in drafting this bill we have named these ports. because we believed that in this way proper notice would thus be given to the world.
