Make the Philippine Islands a permanent part of this Government. and you make it almost impossible to guard against the importation of freight loads of cheap Chinese cooly labor. If the present policy with regard to those islands be continued. the Supreme Court of the United States will sooner or later declare them an integral part of this Government under the flag and the Constitution both. No power on earth can prevent the coolies who are now in the Philippines from coining into any State or Territory in this Union. There are now more than three times as many fullblooded Chinamen in the Philippine Islands than there are in this country. and including the halfbreeds there are more than ten times as many. Dump any considarable number of these on our shores. and the effects that will follow will be disastrous in the extreme. But even that is not the worst source of danger. We have been told in the course of this debate that the practice is in vogue of evading the existing exclusion laws by sneaking hordes of coolies into this country across our northern borders along the Canadian Pacific Railroad. The assertion has not been challenged. The statement has not been contradicted.
